To entice workers off the sidelines, businesses have been offering incentives like signing bonuses and wage rises. Some 42 percent of small business owners said they raised compensation last month. That is up one point from August and marked a year record high. Virus fears, a lack of child care options, and savings accounts full of US government stimulus dollars have all been cited as possible factors keeping workers on the sidelines.
Federal unemployment benefits expired in early September — one week before the monthly jobs data was compiled by the US Labor Department, so the impact of that void in the social safety net has likely not yet shown up in the data. And a measure of consumer confidence by the Conference Board — which gauges how people feel about the economy currently as well their future expectations- also fell in September, following a sharp decline in August. The weaker-than-expected hiring gains reflect persistent hiring challenges and a slowdown in the labour market recovery.

And even Google must contend with personnel unwilling to surrender the comforts or economic benefits of remote work — especially with a white-collar workforce that has had no qualms rebelling against management.
Workers in many industries have decided to quit their jobs rather than give up virtual work. A new cottage industry sprung up around remote work as smaller cities try to lure rich tech employees from the coasts. In September, Google will ask most of its workforce to return three days a week. Google only shared survey figures from its engineers; the company employs thousands of non-engineers as well.
Also in May, the company relaxed its return-to-work policy. Google said it would notify staff of those decisions in August, and the company set up an internal tool for employees to submit and track these requests. For many underlings waiting on approvals to change their work situations, this unexpected news felt flippant and unfair. It was even the subject of a cartoon from Manu Cornet, a veteran Google software engineer with renown inside the company for his comics spoofing its culture.
